Additional Property Approach Requested - Construction Tenders Rejected - Hinton IDP First Reading - Direct Benefit Payments to Councillors Not Passed

Additional Property Approach Requested - A County landowner has requested permission to develop an approach for his property as his only access is along a neighbouring property and an industrial access road. The owner is wishing to develop his property but will not have legal access if the industrial access is closed. County policy allows only 2 approaches per mile for safety purposes, and this would be the fourth approach within a mile. The request will be brought back to Council for a decision at a later date. 

Construction Tenders Rejected - Council rejected two Request for Proposals (RFPs) submissions for the construction of a regional firefighting training facility in Yellowhead County. Both bids were $300,000 over the $526,075 budgeted for in 2019. The training facility would be a shared resource between the County and the Town of Edson and would provide for live structural fire suppression training. The Town of Edson has committed $200,000 towards the cost of the facility. The RFP will be re-tendered once cost-saving changes have been made to the architectural plans.

Hinton IDP First Reading - Council gave first reading to Bylaw 9.19 for an Intermunicipal Development Plan (IDP) with the Town of Hinton. This bylaw, required by the Alberta Municipal Government Act, includes policies on how the municipalities will address land usage, recreation, transportation, and infrastructure issues, as well as economic, social, and environmental issues. The Hinton IDP addresses issues brought forward through previous public engagement specific to this IDP. 

Direct Benefit Payments to Councillors Not Passed - Council declined to pass a remuneration policy that would directly pay councillors for health benefits once they are no longer eligible to receive them through the current plan provider due to age. The current Council Remuneration Policy reflects the policy for County staff who also do not receive benefits once they are ineligible under the current plan.  

The next Council Meetings are May 14 & 28, 2019. The next Governance & Priorities Committee Meeting is May 21, 2019. All meetings start at 9:30 a.m. in the Council Chambers.
